Items Accepted at the Solid Waste District
Special items, including campaign signs, holiday lights, CDs, VHS tapes, and computers, can be dropped off at the Solid Waste District during open office hours.
The Solid Waste District hosts other special recycling and disposal collections at our facility. The items listed below are accepted in the marked collection bins in our building vestibule. Residents of Cuyahoga County are invited to take advantage of these collection programs.
Drop-off programs are subject to change and will be announced with a phase-out plan.

NOTE: We appreciate every effort to recycle. We also appreciate drop-offs only during our open business hours. Please do not leave items outside our building when we are closed. It may be considered illegal dumping.
Location and Hours
Solid Waste District HQ, located at 4750 East 131 Street in Garfield Heights, is open Monday through Friday from 8:30 AM to 4:30 PM.
The Solid Waste District is also open seasonally on Special Saturdays for special recycling drop-offs.
Holiday Hours
County offices, including the Solid Waste District, are closed in observance of these holidays: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas Day.

Campaign Signs
The District collects campaign yard signs year-round for recycling.
We accept plastic and cardboard campaign signs, plus metal stands. The District has collected political yard signs since the 2012 general election. Materials are recycled by Northcoast Recycling Specialists in Wickliffe, Ohio.
Some city service departments also offer campaign sign recycling for residents.
CDs, DVDs, Blu-ray & Cases
Drop off CDs, DVDs, and their cases at the Solid Waste District. A marked collection bin is in our building vestibule.
Items are recycled by Greendisk. No bags or boxes in the recycling bin, please. Plan on taking any bags or boxes home with you.

Cell Phones & Handheld Electronics
Drop off cell phones, mobile devices, tablets, and handheld electronics at the Solid Waste District. A marked collection bin is in our building vestibule.
No bags or boxes in the recycling bin, please. Plan on taking any bags or boxes home with you. Items are recycled or refurbished by the local nonprofit organization RET3 Job Corp. in Cleveland, Ohio.
Some city service departments also offer computer and electronics recycling for residents.
Computer Equipment
Drop off computer equipment, printers, and peripheral devices at the Solid Waste District. A marked collection bin is in our building vestibule.
No bags or boxes in the recycling bin, please. Plan on taking any bags or boxes home with you. Items are recycled or refurbished by local nonprofit organization RET3 Job Corp. in Cleveland, Ohio.
Some city service departments also offer computer and electronics recycling for residents.
Empty Rx Pill Bottles & Caps
Empty prescription (Rx) medication pill bottles (orange, blue, and green) and pill bottle caps can be dropped off for recycling at the Solid Waste District. A marked collection bin is in our building vestibule.
Caps must be separated from bottoms; bottles and caps are accepted in separate, designated bins. NO MEDICATIONS. Labels do not need to be removed. Items are recycled by Industrial Recyclers in Sidney, Ohio.
Unwanted medication must be dropped off at a police department, law enforcement agency, or dedicated medication dropbox.

Is it an over-the-counter (OTC) vitamin, wellness product, or solid white larger-supply (i.e., 90-day) pharmaceutical bottle? It can go in curbside recycling. See details.
Holiday Lights
Recycle your broken, burned-out strings of lights, power strips, and power cords year-round at the Solid Waste District.
The District has collected and recycled holiday lights and light strings since 2012. The lights we collect benefit the Cleveland Metroparks Zoo Lights for Lions program.
No bags or boxes in the recycling bin, please. Plan on taking any bags or boxes home with you. We do not accept solar lights or outdoor spotlights. Materials are recycled by a local Cleveland company.
Cleveland Metroparks Zoo and some city service departments offer a seasonal collection of holiday lights.
Mixed Paper & Cardboard
As of April 20, 2026, the Solid Waste District is no longer a host location for a Royal Oak Recycling paper bin, and the bins have been removed from our parking lot. Please find an alternate location for cardboard and mixed paper recycling.
Some city service departments also offer mixed paper and cardboard drop-offs for residents.
PakTech Ring Carriers & Handles
Drop off durable plastic 6-pack rings, also known as PakTech ring carriers and handles, at the Solid Waste District. A marked collection bin is in our building vestibule.
Local breweries, beverage distributors, and other stores, accept PakTech ring carriers and handles for recycling. Drop-off locations include:

Rings made of film plastic should be placed in the regular trash.
Toner Cartridges
Drop off inkjet, laser, and other printer cartridges at the Solid Waste District. A marked collection bin is in our building vestibule.

Some retail locations accept toner cartridges for recycling.
Vape Pens (Single-Use)
Drop off single-use vape pens at the Solid Waste District. A marked collection bin is in our building vestibule.
Single-use vapes only. No separate cartridges, filters, or multi-use devices.

VHS, Cassette Tapes, Floppy Disks & Cases
Drop off VHS, cassette tapes, and their cases at the Solid Waste District. A marked collection bin is in our building vestibule.

Materials Exchange: Zerolandfill Cleveland
ZeroLandfill Cleveland operates a seasonal materials exchange program at the Solid Waste District during the spring and summer months.
The organization offers pollination days (drop-off of interior design supplies by business and industry) and harvest days (gathering of interior design supplies by teachers, artists, and the general public). Materials involved in the exchange include carpet samples, tile, fabric, wall coverings, and flooring. The reuse events are staffed by volunteers from IIDA, local design firms, and businesses.

Drop-off: Drop-off of interior design supplies by business and industry must be scheduled in advance with ZeroLandfill.
Pick-Up: The pick-up of interior design supplies by teachers, artists, and the general public is typically held twice a year.
